BELLEVUE, WASH. – March 3, 2026 – The Technology Business Management (TBM) Council, a nonprofit organization dedicated to advancing the discipline of TBM through education, standards, and collaboration between IT leaders and business partners, recently announced the appointment of Matthew Guarini, Executive Director for the TBM Council, to its Board of Directors.
Matthew joins a recently expanded Board that includes leaders from Liberty Mutual, BlackRock, SunStream Business Services, and the U.S. Department of Transportation (DOT).

In his current role, Matthew serves as Executive Director and Chief Evangelist of the TBM Council, where he leads the organization’s global strategy and works closely with CIOs, CTOs, CFOs, and CEOs to advance Technology Business Management as the standard for driving business value through technology. He is passionate about helping enterprises reposition technology from a traditional cost center to a strategic engine of growth and competitive advantage.
In 2025, under Matthew’s leadership, the TBM Council rallied around one core mission: ensuring TBM remains indispensable in an era defined by AI, hybrid environments, and rapid change. Key accomplishments included:
- Released TBM Framework 2.0, reinforcing TBM as a formal discipline by clearly defining the structures, processes, and outcomes that enable organizations to manage technology as a business.
- Launched TBM Taxonomy v5.0, strengthening TBM’s ability to support AI, cloud, agile delivery, and FinOps, while providing a common language that aligns technology, finance, and business leaders on how technology value is measured and communicated.
- Modernized the TBM Council website, transforming it into the primary destination for discovering, learning, and applying TBM, including a 4,500% increase in technical and modeling content.
- Surpassed 20,000 members across more than 110 countries and 40 industries, reflecting accelerating global demand for TBM.
- Expanded engagement by 20% across multiple channels, including growing our LinkedIn community to more than 10,000 followers, increasing participation at our annual TBM Conference and Board of Directors Invitational, launching regional meetups, and hosting our first-ever EMEA TBM Summit.
- Introduced the TBM Ambassador Program, strengthening peer-to-peer learning and empowering experienced practitioners to mentor others and build local TBM communities.
- Enhanced the TBM Council Awards program, introducing new categories and enablement resources that drove a 40% increase in submissions, and recognizing global organizations and individuals leveraging TBM to deliver measurable business impact.
- Rolled out the TBM Practitioner Certification, our flagship educational program, providing a practical and role-relevant foundation for professionals supporting AI-driven and cloud-centric organizations.
Prior to joining the Council, Matthew built a distinguished career across advisory, operational, and research leadership roles. He advised senior technology executives at McKinsey & Company and Infosys on maximizing the return on technology investments, later serving as CIO for a major energy utility. He subsequently led the CIO practice at Forrester Research, further shaping industry perspectives on technology leadership and value realization.
